Northern Liberties Chooses Its Spokesdog: Scooter!

On Saturday, Philly Water got another new best friend: Meet Scooter, the Schnauzer/Beagle mix who took home the title of Northern Liberties spokesdog. Above, Dee Ross of the Partnership for the Delaware Estuary affixes Scooter's new spokesdog cape as owners Julia Vu and Gary Acers look on. As spokesdog, Scooter will teach humans to pick up dog waste in order to protect our waterways from harmful bacteria. Congratulations to Scooter and all the participants!

Good Dogs: Photos from the Queen Village Spokesdog Competition

Here's our photo essay from last weekend's Philly Water's Best Friend competition at Mario Lanza Park in Queen Village. Thanks to all the dog owners, judges, volunteers and neighbors who turned out for a fun event that was part doggie pageant and part quiz show—above, Betty the pug tackles a tough question from the judges about keeping our waterways clean by picking up pet waste. Nice job, Betty.

And a reminder—the Northern Liberties spokesdog competition is tomorrow at 3 p.m. in Liberty Lands.

Saturday: Northern Liberties Spokesdog Competition

It's like awards season for dogs: Last weekend, Queen Village crowned Joey Bag-o-Donuts as its ambassadog, and this weekend, Northern Liberties will hold its judging and awards ceremony on Saturday, June 9 at 3:00 p.m. at Liberty Lands. Make a day of it—Liberty Lands is hosting a cook-off starting at noon, followed by the spokesdog contest and then a free music festival that begins at 4:00 p.m.

National Geographic: Philadelphia Cleans Up Stormwater With Innovative Program

An article in yesterday's National Geographic daily news lauds the Philadelphia Water Department's Green City, Clean Waters plan and makes some interesting points about Philly's tradition of innovation in water management. Did you know porous paving was invented at the Franklin Institute? Writer Paul McRandle reminds us:

Philadelphia's history of water-related invention extends back at least to Ben Franklin's swim fins and glass armonica, but the city is less well known for an invention that will soon cover a sizable portion of it—permeable paving. Developed at the city's Franklin Institute in 1977, permeable (also known as "porous" or "pervious") paving provides a surface tough enough to bear traffic while allowing water to seep through its matrix and into the soil, eliminating surface pooling.

An integral part of Philadelphia's green streets plan, permeable paving will replace 15 square miles of impervious paving within the city's CSO area in a little over 20 years. As [PWD Deputy Commissioner of Environmental Services Chris] Crockett notes, that's the equivalent of more than a thousand city blocks.

The city is also testing a variety of designs for other street elements—including 20 different types of tree trenches. Above ground, these look no different from street tree plantings elsewhere, but below the paving the structure is engineered to hold water to nourish the trees and allow some to enter the ground beneath.

The Clean Water Bargain: PWD's Rising Costs

With the Philadelphia Water Department proposing a rate change for 2013, we're running a series of informational posts to explain how water rates are set, the terminology behind the rate setting process, and the investments PWD is making in our city's infrastructure, health and environment.


A combined sewer overflow

As we wrote in our post explaining what it means to be a “cost of service” utility, PWD doesn’t operate to make a profit. We simply need to set rates so that we cover our annual costs and long-term debt obligations without ever needing a bailout from the City of Philadelphia. So our rates change for the most part as our costs change. We’re able to shield our customers from the full effect of rising costs by finding other places to cut expenses. When the “big ticket” cost increases come along, that’s when we go to our ratepayers to help shoulder the load a little and make it possible for us to continue to provide the same clean, safe, reliable drinking water they’ve come to depend on.

King of Queen Village: Joey Bag-o-Donuts Takes Home QV Spokesdog Crown

On Saturday, the Philadelphia Water Department and a panel of judges awarded the Philly Water's Best Friend title in Queen Village to ... Joey Bag-o-Donuts! The 32-pound Shiba Inu, described by owner Ellie Gibbard as a "world-class snuggler," took top honors among the contestants at Mario Lanza Park. Joey Bag-o-Donuts and his owner will assume the responsibility of teaching Philadelphians and their dogs how they can reduce the amount of harmful bacteria in our waterways by picking up pet waste.

Happy Birthday, Green City, Clean Waters!

No matter how many times we explain to the bakery that we want a cake shaped like a stormwater bumpout that reads "Happy First Anniversary of the Consent Agreement, Combined Sewer Overflow Long Term Control Plan Update," they just seem confused.

Even our graphics guy is phoning it in. (Another baby animal photo? Really?).

Anyway, it was a year ago today that the Philadelphia Water Department and the Pennsylvania Department of Environmental Protection officially kicked off Green City, Clean Waters, the 25-year plan to manage Philadelphia's stormwater largely through green infrastructure.

The progress we've made in the first year is splashed all over this blog and website, and green stormwater management projects are starting to become visible all over the city.

Stay tuned for approximately 24 more years of Green City, Clean Waters working toward making Philadelphia the greenest city in America.
