An Inside Look: PWD’s Bureau of Laboratory Services

A glass of water to drink, a hot morning shower, water for the backyard plants – we use water every day without thinking about it. From river to home, water takes an incredible journey through human invention and ingenuity. At the same time that you take that early morning shower, scientists across the city rise early to take daily samples of Philadelphia’s drinking water. The engineers, chemist and biologists that work at PWD’s Bureau of Laboratory Services (BLS) are the ones who help make sure our water remains clean and safe, so we don’t have to think about it every time we use the tap.  

BLS tests water in all of its stages of treatment, and in many places as it flows from the treatment plants to homes and businesses. The technology in the labs ranges from state of the art equipment that can detect very small concentrations of chemicals to tried and true taste testers! The gas chromatograph can detect the presence of organic compounds at a concentration of one part per trillion. This is the equivalent of one penny in ten billion dollars. In addition, BLS has a trained panel of taste and odor experts that use their noses and tongues to detect certain flavors in Philadelphia’s water.

BLS staff work with regulatory organizations like the Environmental Protection Agency (EPA), as well as other city entities like the Health Department and Licenses and Inspections to protect public health. Philadelphia’s water consistently exceeds federal drinking water standards.  In addition to testing water, BLS also tests materials used to make water pipes, or the compost made from sewage wastes. Finally – BLS helps out other City Departments, testing firefighters coats or paint for airport runways.   

BLS laboratories are located across the city, in inconspicuous buildings that mean more to the safety of this City than you would guess from the exterior. Where Did All The Peaches Go?

May 10th was an historic day in climate change history. CO2 at Mauna Loa, location of the longest unbroken records of CO2 levels, hit 400ppm. Scientist can look back up to 800,000 years, in air bubbles trapped in Antarctic ice, to determine how carbon dioxide levels have changed from 180 during the ice ages and 280 during warmer periods. Fossil fuels have caused a 41% increase in carbon since the beginning of the Industrial Revolution. What does this mean for Philadelphia? It means more extreme temperatures in the summers, with fewer moderate days. This will cause problems for farmers growing crops that rely on consistent summer temperatures. For example, you may not find lettuce and broccoli in markets past July. But there is hope! The Climate and Urban Systems Partnership is helping Philadelphians learn about and combat climate change.

Also known as CUSP, the Climate and Urban Systems Partnership is an east coast movement with established networks in Philadelphia, Pittsburgh, Queens, NY and Washington D.C. Working with local partners ( community groups, city government and policy makers) the members strive to create and disseminate learner-focused climate education programs and resources for an urban audience. CUSP hopes to create lasting collaborations to improve public understanding of the science of climate change. The Philadelphia Water Department is a proud member and supporter of CUSP! The Water Department is pleased to premiere a short video about how to maintain your water service! April marked the end of the winter moratorium, a time where the Water Department is not permitted to end service to those who do not pay their bills. However, come spring, the charges can pile up and you don’t want to end up with an unmanageable water bill! Watch this video to see how you can keep your water flowing.

Rain Art: Queen Village Workshop with Stacy Levy

Join the City of Philadelphia Mural Arts Program and the Philadelphia Water Department on Saturday May 18th from 10:00am-3:30pm for a design workshop with renowned environmental artist, Stacy Levy, at the Shot Tower Playground in Queen Village.

During the workshop, we'll brainstorm ways to depict the passage of water through our City and explore the hidden streams of Philadelphia.  We'll look into questions like: Where does the rain go? Where are the historic creeks that once flowed through the neighborhood? Where does the water flow under our streets? Using unconventional art-making materials we'll visualize how water flows beneath our streets, and generate ideas for an upcoming temporary RAIN ART installation. The RAIN ART installation will be made during a Community Art-Making Day on Saturday, June 1.

Calling all Engineers!

Are you an engineer? Interested in green stormwater management? Engineering design, construction and planning for the City's Green City Clean Waters Program? The Green Stormwater Infrastructure (GSI) Implementation Program has graduate engineer civil service positions available.  Appointments are made from eligible lists determined by the City testing procedure.  The next test application period will be offered between May 13th and May 31st. Interested applicants should stay tuned to the City of Philadelphia Human Resources website and sign up for civil service testing when it becomes available.  Information is available on the city website.

Spring Blooming in the Schuylkill

Some customers in Roxborough and East Falls have been noticing an earthy odor in their drinking water. This is not uncommon in spring and summer when warmer water temperatures and abundant nutrients encourage blue-green algae to grow. While the algae are removed by water treatment, the earthy odor remains in trace levels of geosmin - a naturally occurring product of microorganisms found worldwide in soil and water. This compound has no reported health concerns and so it does not affect the safety of the tap water. 

If you notice any unusual odors, call our customer information line at (215) 685-6300. This allows PWD to track customer concerns and make necessary adjustments in treatment to control the odor. As a resident, there are a number of clean stormwater tips you can use to help keep these nuisance algae down in the watersheds. Is Your Dog the Next PWD Spokesdog?

Does your dog have star power? Is he or she the sweetest, cutest, most intelligent and amazing animal in the City? There’s still time to register your dog for the 2013 Philly Watersheds Spokesdog Contest, now in its third year.  This round, we’re searching for dogs in the University City and Fitler Square neighborhoods to compete for a panel of judges during a community day.

Spokesdogs promote cleaning up after your pet in order keep our waterways clean! The top three contenders will receive prize packages consisting of toys, treats and grooming. The top dog will be asked to make appearances at community events throughout the year and will be featured in Philly Watersheds materials. Mussel Mania!

Mussels may be small, but they are mighty! Join us on May 11th at the Fairmount Water Works Interpretive Center, for Mussel Mania, an indoor/outdoor event to honor and appreciate the tiny creatures that call the Delaware Basin home. Did you know these small species that inhabit our local river are some of the most important tools for protecting and preserving our water ways? These mussels, known as bivalves, absorb wave energy, protect salt marshes, trap sediment and reduce bank erosion. They provide our rivers with many ecosystem services such as water filtration, habitat creation and carbon sequestration. Sadly, of the 12 native species in the Delaware River Basin, almost all are considered reduced, threaten or even extinct. The main causes of their decline are loss of habitat and pollution. 

However, several local organizations are working to change that. At Mussel Mania, Dr. Danielle Kreeger, Science Director for the Partnerships for the Delaware Estuary, will explain all you need to know about mussels. Lance Butler, Watershed Protection Manager for the Philadelphia Water Department will discuss his team’s work and why these bivalves have piqued our interest. Finally, the Tookany/Tacony-Frankford Watershed Partnership will share the results of last years’ mussel survey, and provide hands on assistance during the afternoon stream examination!
