SMIP: It's How We Empower People to Invest in Philly's Neighborhoods and Rivers

Last Tuesday, November 17th, Deputy Commissioner Chris Crockett joined Mayor Michael Nutter, City Councilmen Kenyatta Johnson and Mark Squilla and local business and community leaders to celebrate Popi’s Italian Restaurant and co-owner Gina Rucci as Philadelphia’s 2015 Stormwater Pioneer.

Rucci successfully leveraged a $94,860 grant through Philadelphia Water’s Stormwater Management Incentives Program (SMIP) to create two rain gardens that reduced her stormwater bill by 60 percent while adding attractive landscaping to the restaurant parking lot.

Noting that the rain gardens have been a big hit with her customers and that they will help protect Philadelphia’s drinking water for future generations, Rucci urged other business to take advantage of the grant program.

Earlier this year, we released Transforming Philadelphia’s Schoolyards, a guide to enhancing school play spaces with green stormwater infrastructure, made with the help of the non-profit Community Design Collaborative (CDC).

The CDC folks are once again working to show how green stormwater tools can be a valuable addition to public spaces—and especially to spaces geared toward Philadelphia’s children.

This Saturday, volunteers will join Mural Arts, Philadelphia Water and members of the Hestonville neighborhood in West Philadelphia for a community paint day that will help artists Eurhi Jones and Michael Reali complete a new mural titled “Your Hands Shimmering on the Legs of Rain.”

Set for completion in spring 2016, the mural will overlook and highlight a Green City, Clean Waters project that will bring a rain garden and storage trench to a vacant lot at 55th and Hunter Streets. The mural was designed with input from neighbors who requested that art be included in the project during community meetings about plans for the site. "Your Hands Shimmering" is also part of the citywide Philly Water Art program, which uses creative works of public art to engage residents and connect them to green infrastructure projects that tend to blend into city streets or are hidden beneath the pavement.

Come Out and Hear the Cobbs Creek Story!

We know that people who are aware of their local watershed and the challenges it faces—along with why that water is important—make for better stewards. They care about issues like keeping pet waste and litter out of the streets that ultimately drain into the watershed. And they know what an important role programs like Green City, Clean Waters play in protecting their watershed.

Encouraging that kind of engagement and knowledge is the goal guiding our efforts to collect and share the stories and history connected to the 22-square mile Cobbs Creek Watershed, which is part of the larger Darby-Cobbs Watershed, one of seven in the city. Cobbs Creek itself starts right around Haverford College and runs through the western suburbs and West Philadelphia before entering Darby Creek above the John Heinz National Wildlife Refuge near the Philadelphia International Airport (click here for an interactive watershed map).

Next week, we’ll be hosting a special talk about the history of Cobbs Creek with Adam Levine, a local historian who has spent two decades studying and documenting the history of water and waterways in Philadelphia. You would be hard pressed to find another person with more knowledge of what the city’s watersheds have been through since the first European settlers came here, and Levine’s presentations are always fascinating and informative.

With the fall Love Your Park day of service upon us, we’ve been thinking about how much we love our parks and what the folks over at Philadelphia Parks & Recreation do every day to care for those spaces, making sure they are clean and safe.

Of course, with Fairmount Park’s historic role (in part) as a natural preserve designed to protect the city’s source water, you could say we’ve been a fan of Philly’s parks right from the beginning.

Today, Parks and Recreation is a vital partner in our Green City, Clean Waters program.

Stormwater Pioneer: Business Makes Smart Move, Helps Our Rivers

For the past 20 years, Popi’s Italian Restaurant has been a beloved fixture in its South Philadelphia community, building a stellar reputation for excellent cuisine in a family-friendly setting. Recently, co-owner Gina Rucci made a smart business move that we’re excited to celebrate. Rucci used over $94,000 from Philadelphia Water to improve her property and neighborhood, all while lowering her stormwater bill by 60 percent. That means the $5,000 investment she contributed will pay for itself in less than two years.

KEMPTON, PA Pointing to a towering, soggy heap of what he calls "slop," Larry Lloyd traces with his finger a stream of water running from the base of a manure pile to a small drainage pipe that connects to an adjacent creek.

Nearby, rows of cows and calves calmly and mechanically chew hay. Without much noticing it, they are simultaneously creating what seems to be an endless supply of fresh manure for farmers to stack into yet more heaps. It’s hay in one end, water-polluting manure out the other.

And it never stops.

"This is what we’re up against," says Lloyd, a lanky, weather-tanned man in his 60s who sports a baseball cap and a pair of boots well-suited for his manure-rich job— getting local farmers to adopt smart runoff management practices.

The photo above is a throwback to the 200th anniversary kickoff event for the Fairmount Water Works held this year on September 10—but it’s also a throwback to four decades of leadership at Philadelphia Water.
